Born in New Westminster in the province of British Columbia, this Canadian was one of the most promising talents in his profession in the 1990s. His path led swiftly upwards: from his beginnings in karting, where he earned his first merits, through Formula Ford 1600, USAC Formula 2000, in which he won the title in 1992, to the CART Indy Lights Series in 1993, which he won two years later.

This sensational track record earned Moore a seat in the Reynard 96i Champ Car of the renowned Forsythe team for the 1996 season. He ended his debut season in ninth place overall. The following year, the Forsythe team started with Mercedes-Benz engines from Ilmor, and Moore managed two weekly triumphs in only his second year in the CART World Series, first on the mile oval in Milwaukee and seven days later on a street circuit in Detroit. He thus became the youngest winner ever in the Champ Cars.

After two more wins and several podium finishes, Moore worked his way up to fifth place in the final standings with his Reynard 98i in the 1998 season. The following year, he secured victory in the season opener at Homestead. Moore was 10th in the drivers' standings ahead of the final round at California Speedway in Fontana at the end of October.

On the ninth lap of the race on the 2-mile oval, his Reynard 99i went out of control at a speed of 350 km/h, rolled over several times in the infield, broke into several pieces and crashed with the cockpit opening against a boundary wall. Moore, who had already signed a contract with Team Penske for the year 2000, was left with no chance of survival in this accident.
